There is a self regulation in Denmark, this is similar to the UK where there is no verification procedure, but obviously there is a legal implication for the company should it turn out that a headlamp or taillamp does not conform to the standard (and thus the law).
The main requirement is beam strength: Headlamps need to be at least 4 lux. Taillamps, what was it, 0.25lux?
There is no requirement for a cutoff in the headlamp's beam, but I suspect there is a general rule to not dazzle other traffic.
