6. Requirements for cyclists
6.1 People who have reached the age of 14 are allowed to ride bicycles on the road.

6.2 A cyclist may ride a bicycle if it is equipped with a sound signal and reflectors: white at the front, orange to the sides, and red at the rear.
For riding in the dark and in conditions of insufficient visibility, a lamp (headlight) must be installed and switched on on the bicycle.

6.3 Cyclists, moving in groups, must ride one behind the other so as not to disturb other road users.

A column of cyclists moving along the carriageway should be divided into groups (up to 10 cyclists in a group) with a distance between groups of 80-100 m.
6.4 A cyclist can only transport such loads that do not interfere with riding a bicycle and do not create obstacles for other road users.
6.5 If the cycle path crosses the road outside the intersection, cyclists must give way to other vehicles traveling on the road.
Cyclists must cross the carriageway using a bicycle crossing, and in the absence of one - in accordance with the requirements of these Rules.
In places where traffic is regulated, cyclists must follow the signals of the regulator or traffic lights.

6.6
It is prohibited for a cyclist to:
a) ride a bicycle with a faulty brake, sound signal [ bell ], and in the dark and in conditions of insufficient visibility - with the lamp (headlight) turned off or without reflectors;
b) move on highways and roads for cars, as well as on the carriageway when a bicycle path is built nearby;
c) move on sidewalks and footpaths (except for children under 7 years old on children's bicycles under the supervision of adults);

d) hold on to another vehicle while driving;
e) drive without holding the handlebar and take your feet off the pedals (footrests);
f) transport passengers on a bicycle (with the exception of children under 7 years old, who are transported on an additional seat equipped with securely fixed footrests);
g) tow bicycles;
h) tow a trailer that is not intended for operation with a bicycle.
6.7
Cyclists must comply with the requirements of these Rules that apply to drivers or pedestrians and do not conflict with the requirements of this section.

27. Traffic on highways and roads for cars
27.1 When entering a highway or a carriageway, drivers must give way to oncoming vehicles.
27.2 The following is prohibited on highways and roads for cars:
a) movement of tractors, self-propelled machines and mechanisms;
b) the movement of goods vehicles with a maximum permissible weight of more than 3.5 tons outside the first and second traffic lanes (except for turning left or turning on roads for cars);
c) stopping outside special parking spaces marked by road signs 5.42.1, 5.42.2, 5.42.3, 5.43 or 6.15;
d) U-turn and entry into the technological gaps of the dividing line;
e) reversing;
f) training ride

27.3 On highways, except for places specially equipped for this purpose, the movement of mechanical vehicles, the speed of which, according to their technical characteristics or their condition, is less than 40 km/h, as well as overtaking and grazing of animals in the lane of the road is prohibited.
27.4 On highways and roads for cars, pedestrians can cross the carriageway only on underpasses or overpasses.
It is allowed to cross the carriageway for cars in specially marked places.
27.5 In the event of a forced stop on the carriageway of a highway or road for cars, the driver must mark the vehicle in accordance with the requirements of clauses 9.9 - 9.11 of these Rules and take measures to remove it from the carriageway on the right.
Comments on the rules
- There are no technical requirements? Retroreflectors, lights, bell types?
- 27.3 doesn't apply I suppose because a bicycle has no design-speed, in any case riding on highways is taken care of in 6.6 (b), which allows this but only if there is no bicycle path nearby.
- 6.6 (c) says you may not ride on sidewalks except for young children, but people often do this...
- So you are not allowed to ride a bicycle from age 7-13? Road not allowed, sidewalk not allowed, and there are few cyclepaths in most cities...
Comments by a friend:
- I don't know about the electric horn.
I installed a bell simply to comply with this law and never used it beyond swanking to friends 'how cool bell I have, shiny and minimalistic, well designed'. Practically speaking, the only place where you can use a bell, is where there is a dedicated bicycle lane along with a dedicated pedestrian area, when the second is not blocked by any way and pedestrians intentionally prefer walking on a bicycle lane. This happens sometimes (but less often today than two years ago) and I expected to use the bell in such cases but in practice I prefer just passing where there is space.
- I used to think that in the dark it is required to have rear light too but it's not clear from the rules.
- I also used to think that orange reflectors should be installed on pedals and on wheel spokes but this is not written explicitly. Although, I was considering finding the orange reflectors for the wheels.
- Practically speaking, I have never heard about fines or police inspecting a bicycle regarding those requirements.
- In general, I and many other people recommend use common sense regarding these things:
- use enough reflecting clothes and/or elements to be visible on a road in dark times and be distinguishable from other 2-wheeled vehicles
- use standby lights in dark time, as flashes are distracting for drivers
- if you want extra visibility, use day flash
- signal your behaviour on the road properly (turns, breaking)
- Regarding the rule 27.3, we have 2 types of roads: roads for cars (speed limit is up to 90 km/h, outside of settlements) and highways (speed limit is 40 - 140 km/h, there are other criteria but I will omit them for now).
On highways, it is strictly forbidden to ride slower than 40, and is explicitly forbidden to ride on a bike; I cannot find the exact rule though.
As of 2024, we have only one highway connecting Kyiv and Boryspil. There are some cases I heard of, of police stopping cyclists as well as cases of police not stopping cyclists. When I personally rode that direction, I have chosen other (longer) ways to avoid riding on the forbidden road. Also, despite there is a quite wide shoulder, I considered riding there not only illegal but also unsafe and unpleasant.

- I've checked the current version of Rules for road traffic. It turned out that the requirements for clothing and a helmet are not obligatory anymore, as special clothes and gear are costly and some people cannot afford to buy them. The traffic police would stop every second or third cyclist and fine them, which would lead to a chaos on the streets. Yet, cyclists are strongly advised to wear bright clothes with reflective elements. I was taught at school that sport pants for cycling must have at least one reflective element per each leg. Shirts must have at least three reflective elements, one for each side, one on the back. The teacher said legs always move, and the human eye is faster to catch moving objects

Most schools do not have proper parking places for bikes.
I used to go to a village school. The village in about 5 km long along the state road H08. Some kids had to walk long distances. After lots of complaints the headmaster allowed keeping bikes at school.
We used the entrance hall for that. This initiative barely survived a year.
Some students had to leave school earlier and their bikes were blocked with other bikes. On rainy days the floor was a total mess. The dirt was everywhere.
I know no local school with a proper parking for bikes.

The racks in the city aren't perfect. Some are too narrow, some are too tight and can easily damage the brake disc.
